Objective of the project:

In August 2022, the United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI) and SI contract Evaluation Survey Services Plus (ESS+) ​​to support USAID/Haiti and partners with evaluations, surveys and studies, capacity building and learning events, and monitoring by a third party (TPM) in the country.

USAID/Haiti engaged Haiti ESS+ to conduct a mid-term evaluation of the Strengthening Nutrition to Improve Health (RANFOSE) activity to assess progress to date and provide actionable recommendations to inform improvements of the implementation of the project/sector. In addition to understanding project performance and results, USAID/Haiti plans to use the results of this evaluation to understand how to improve its strategic approaches to nutrition and food fortification in Haiti.

RANFOSE is a six-year food fortification project that aims to reduce micronutrient deficiencies in Haiti. In collaboration with the Ministry of Health, this project works with importers, distributors and local food producers to fortify wheat flour with iron and folic acid, vegetable oils with vitamin A and salt with iodine. The assessment will help inform priorities and adaptive management for the immediate future (next 2-4 years).

Job Description :

Haiti ESS+ is seeking a nutrition and food fortification specialist consultant (sector specialist) to support all technical and management aspects of the RANFOSE assessment. The sector specialist is part of the team and provides expertise in nutrition and/or food fortification. The sector specialist must work closely with the team leader, evaluation specialist, project director, local data collection company and Haiti ESS+ management team to ensure quality deliverables. quality and on time.

The assessment level of effort is approximately 8-10 weeks (48-60 days), including two to three consecutive weeks (18) of data collection and analysis in Haiti. The estimated start date is December 2022 and the end date is May 2023.

Roles and responsibilities:

  • Collaborate with the team leader on strategic and operational planning, to implement the approved evaluation design and ensure compliance with all USAID contractual reporting and financial requirements for the RANFOSE evaluation.
  • Provide expertise in the area of ​​nutrition and/or food fortification.
  • Participate in the design of data collection tools, including ensuring cultural and industry appropriateness and ensuring that quality data is collected and reported.
  • Participate in data collection and analysis, ensuring data quality.
  • Support the writing of all deliverables associated with the evaluation, including but not limited to evaluation design (including tools) and preliminary and final reports in accordance with SI and USAID regulations, and scope of work (SOW).
  • Manage all timelines and record keeping, including quantitative data collection and management and production of notes for all qualitative data collection events to be delivered to USAID.
  • Provide local context and ensure delivery of deliverables.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.
  • Collaborate with the program director and Haiti ESS+ staff with strategic and operational planning to implement the approved evaluation design.


  • At least 8 years of experience in nutrition and food fortification projects; USAID project implementation experience preferred
  • Must have a master’s degree in public health, nutrition, or other related fields
  • Expertise in supply and demand for nutrition and food fortification services at community and clinical levels; experience in this area in Haiti is desirable
  • Experience conducting USAID evaluations of health/nutrition programs/activities
  • Familiarity with health and nutrition integration, particularly with nutrition programs in Haiti
  • Strong gender and social analysis skills
  • Proven leadership and organizational skills to successfully support the team leader
  • Excellent interpersonal skills, including experience of successfully interacting with host government officials, civil society partners and other stakeholders
  • Fluency in written and spoken English and French (Kreyòl is highly desirable)
  • Good writing skills, including experience in writing appraisal and/or evaluation reports
